Shutdown

Hi,
We upgraded a computer to XP Home last month and since
then when we shutdown the computer it shuts down, but
does not turn off. The "It is safe to turn off the
computer" message stays on the computer.
Prior to the upgrade, the computer ran '98 and it would
shutdown.
Any help would be appreciated.
