Shutdown

I am a new PC user and have had new Intel Pentium 4 for 2
weeks. My operating system is Windows XP Home Edition. I
went wandering into the computer system (control panels,
etc) today and have screwed up my computer. The computer
tower and monitor will not shut down after clicking
the "Turn Off" icon in small window. Could it be that
when I converted drive C from FAT 32 to NTFS I did big
time damage. I have tried reset button. Only way so far
is to pull plug from wall. Pleas help.
