shutdown/restart

shutdown and or restart don't work on first try
running XP Pro, intel pent4 2.6, ASUS P4PE board

any help appreciated
 
exactly what happens :

I press start followed by shutdown ;then pick either
shutdown or restart in the pop up menu ;then some
programs close on task bar but shutdown does not finish.
I have to repeat operation and shutdown work on second
try every time. XP session run normally until second try.
