Shutdown of PC

Last week a friend of mine built a new PC. It included the follow:
MB is an Intel 865 PE Pro II
Sound card is Audigy2 ZS
Video Card is GE Force 5600XT 128 MB DDR AGP
with 1gb DDR Ram, Dual channel
OS is Windows XP Pro

After installing XP, drivers and XP updates, there were several problems,
and all are resolved except for shutting down. After logging off, then
selecting shut down , the PC restarts and does not shutdown.
If "Turn Off Computer" and "Turn Off" is selected, it restarts. It does
restart when "Restart" is selected.
If "Log -off" is selected and the power switch on case is pushed, it will
shut down normally.

Any help resolving the shutdown issue would greatly appreciated. Thank You

Greetings --

If you connected the PC to the Internet without having first
enabled a firewall, without having first installed an antivirus
application with current virus definition files, and before installing
the KB824146 Hotfix, you're very likely to get infected from any of
the thousands of PCs on the Internet that are constantly broadcasting
the Blaster and/or Welchia worms. It only takes a few seconds of
exposure.

To stay on-line long enough to get the necessary updates, patches,
and removal tools, click Start > Run, and enter "shutdown -a" when the
next RPC countdown begins. This will abort the shut down. Also, make
sure you've enabled a firewall before starting, to preclude any more
intrusions while getting the updates/patches/tools.

I am beginning to think this is a bogus MB (Intel 865 PE Pro II). When I
did a search on Intel home page, it came back with zero hits. Intel does
even acknowledge it. If I search on google, it shows up as an Albatron and
some kind of overclocking has been done. This can cause all kinds of
problems in my estimation. Thanks for the urls btw. I will pass those
along.
