shutdown.exe stopped working after recent critical updates

sometime over the last few weeks, a critical update was applied to my
win2k servers and the shutdown.exe tool no longer works. it returns
this error instead:

Unable to shutdown the specified server. Reasons may include:
...

i've searched the microsoft sites and have found other reported
problems with shutdown.exe, but not this one.

does anyone know if a patch is available? also, i've found the
freeware psShutdown.exe utility, but i'm wary of using it. i try to
keep freeware off of my production servers.

Hi

You should not be afraid to use software downloaded from
http://www.sysinternals.com , this site has been around a long
time and it's reputation is *very* good.

The people behind the site are also working closely with Microsoft,
and even Microsoft employees often refer to the tools on this site
(and Microsoft employees are very restrictive about pointing to 3rd
party tools)

Can you tell us what hotfix(es) were installed after the last time you
remember shutdown.exe working?
Also, you can try running FileMon and RegMon (both from
www.sysinternals.com) to see if there is any kind of "access denied" error
occuring.

Also tried the psshudown.exe utility, but that results in an event log entry that the process terminated unexpectedly. Works fine if the console is not locked.

What gives? Leaving my console unlocked because a security update affected the automatic restart seems quite ironic from a security standpoint.
