Shutdown errors

I have 2000 loaded on a users pc and am unable to
shutdown. The only way to shutdown is to wait till it
finishes saving exit information. The screen remains as
the default color and the mouse is still active but it
will not power completely down. Any help would be
appreciated.
 
Go to control panel and click power Options.Play around in
here and see if it helps.
