shut down

Dear MS
I have seen this problem twice now, Can you help please?
I have come across the configuration in XP some time ago,
However, I cannot I find it now!

The problem is that on home ed XP when closing down the
PC in the close down menu where the option of three
buttons is. that is (stand by, log off, re start). when
clicking on CLOSE DOWN the lap top restarts. Some where
there is a file that you can re correct this to configure
it so it does what you want it to. Please tell me where
this is.
