Shut Down

I am using a toshiba Satellite A30-303 runing windows XP. Anytime I shut down through start Shut Down, my notebook does not shut down but rather restarts all over again.

The only way I can shut down my notebook is to press the power bottom for some seconds before the power goes off with a big click of the hard disk I am afraid the hard disk will get damaged soon as I force it to stop running.

I re-installed the xp but the problem started soon after that.

Can someone help me with a solution to shutdown properly before I damage my notebook?
