Where is the setting to change the default shut down
selection from Sleep to Shut Down in the Classic
start menu?

Control Panel>Power Options>Choose what the power button does.
 
That's what I thought but no matter what I select there the
default selection is sleep.

plan) > Change Advanced Power Settings > Power Buttons and Lid > Start
Menu Power Button
