Change Shutdown Screen?

Running Vista Home Premium (clean install) 64 bit, how can I change the
shut down screen from Sleep to shut down? I would rather have the
default as "shut down."

If you create a shortcut you can shut down with

Power Options | Advanced Settings | Power buttons and lid | Start menu
power button

Set to: Shut Down

Done.
