Shut Down

Somehow I have acquired a problem when shutting windows
down after downloading some updates. I click on shut off and it goes thru the routine,
but my computer does not shut off and there is a flashing
cursor on the desktop. Only way I know to shut the
computer off is by the on/off button on the computer. Can
someone please help me out with this problem?
Here are a list of the patches I downloaded:
KB 822831
KB 829558
KB 820888
KB 818043
also tried downloading Windows Media player 9 series but would not complete
Root certificate update which I can not remove
Microsoft Windows Journal Viewer
I deleted everything that would let me but still having the problem.
Any and all help would be appreciated.
