Shut down ok but does not turn off

Hi,
Last week i upgraded from win95 to XP sp2.
When I want to turn off the computer, the program shuts down but my computer
does not turn off.
To start up again I have to hold the power button in until the computer
turns off.
Then push the power button again to start the computer back up.

Is there a setting to change it so the computer will turn off when it shuts
down?
