Shut down instead of log off

I have several WinXP-SP2 machines that do shut downs instead of a log off.
Any method you choose either start/log off or ctrl+alt+del / Log off the
system will start the log off process, show the closing network connections
and logging off and then start the shut down process and completely power off
the system.

Any idea's? I haven't seen anything on Technet yet on this problem.
