shut down help

I still need help for
When I go to shut my PC down every thing performs right except I can hear it
shut off; but the green power light is on in front and the monitor still
says windows is shutting down. I did run Ultra Wincleaner yesterday to clean
up files and also had a video card added to empty slot
Help would be appreciated

See whats running at start up and if there are too many items uncheck
those that u dont need loading at boot. Also run a chkdsk and
defragment your drive, if this problem is due to HD activity on a
fragmented drive, doing this will help in a better boot and shut down.
