Shurtcut to message template in Outlook 2003

I want our users to be able to use shortcuts to create emails from templates.
I presume this can be done because a shortcut I did have in Outlook 2000 is
still available now I've upgraded to 2003. However the only method I can find
of using templates in 2003 is via the "Tools | Forms | Choose Form | User
Templates in File System" route, and believe me this just isn't going to
happen for the average user.

Can anyone please tell me how I can make a shortcut to a message template in
Outlook 2003?
