Show Standard and Formatting toolbars on two rows

I have looked this up on the Helpline and have clicked on Tools, Customize,
Options, Personalized Menus and Toolbars as instructed but cannot select the
above option - any ideas on how to get this done - my current toolbar does
not have an undo button or a zoom facility which I need to use
