Contact toolbar formatting problem

I am changing the layout of the toolbars in a contact by going to the card,
then "TOOLS/CUSTOMIZE/OPTIONS", and then unchecking the box next to "Show
Standard and Formatting Toolbars on two rows." Those two toolbars appear now
on the same row.

I save and close the contact, but when I reopen it, both toolbars are in
different rows again. Is there a way to make this re-formatting "stick"?
Moreover, is there a way to generalize it to all of my contacts, without
having to reformat their toolbar configuration one by one?

Outlook 2003, Windows XP Home SP3.

The toolbar formatting is not per individual contact - it applies throughout
outlook. Find and delete outcmd.dat then restart outlook and customize the
toolbar.
