show page breaks does not remain checked

When I select tools>options>window options (check show page breaks) an
then save the excel workbook, this selection is not saved. The nex
time I open the same spreadsheet, the page breaks no longer show, an
the box has been cleared. I want the selection to remain in effect.

This is the way excel behaves.

Just hit file|print preview (or hit the print preview icon) to get those page
breaks visible once again.

And this behavior is nice, because when page breaks is in effect,
Excel has to spend more time figuring out where page breaks will
occur. In fact in a macro it might be a good idea to turn off page
breaks if you are inserting/deleting a substantial number of rows/columns.
