Show full menus after a short delay

About the option "Show full menus after a short delay".
I did find out to disable this function in Excel, Word etc.
How can I disable this function in the desktop, I mean when I start a programm via START- PROGRAMS

Right-click on the nice green Start button and select:
Properties > Start Menu > Customize and uncheck
the little box next to "Use Personalized Menus".
