I would like to show the day and date over the time in my start bar and I

It shows if there is room. You need to increase the size of the task
bar to make room. Right click on the taskbar and make sure that "Lock
the Taskbar" is not checked. Once the taskbar is unlocked, drag the top
edge of the taskbar up to increase its height. Once you have it sized
to your liking you might consider locking it again to make sure it stays
in that position.
