Should Reply-To-All include yourself?

Hello,

We've migrated from a third-party messaging system to Outlook
2002/2003 with Exchange 2003.

When a user does Reply-To-All on a received message, it sends a copy
to themselves as well. Is that by design? Is there any way to stop it?
Or is it just because we migrated the messages and Outlook doesn't
recognise that the reply is going to themselves as well?
