Should Outlook remember email addresses?

When I close Outlook and restart, it does not recognize revious email
addresses that I have sent to and no drop down appears in the to line.
If it's open for a day or two it will remember them, but as soon as you
close the program and restart it won't remember any of them.
Also, when you click on one of the tabs (like File), it used to recognize
the command that you selected the most and only showed that button. It no
longer does that either.
Any help on this?
