Shortcut not working

If I open a local files my shortcuts, to run macros, work fine but if I
download a file which opens Excel my shortcuts will not work. The drop down
marco does work from run button and displays the shortcut key as well as
"all open workbooks" under edit.
What's stopping my shortcut from working?

Perhaps this would be answered in a different group. Suggestions please.
