Shortcut keys not working

I reinstalled my XP professional a couple days ago. Now
I found that the shortcut keys I assigned are no longer
working. For example, I assigned Ctrl-Alt-N to the
shortcut for Notepad and it worked as usual. Now it
doesn't respond when I press those keys. All others keys
are not working either.

If I clear the shortcut keys and reassign, they would
work. However, after reboot, they becomes not
functioning again.

Suggestion:

Make your modifications, then run this edit:

Save Settings on Exit (Line 54)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.

I got help from Microsoft support team and the problem
was with the corrupted user profile. I created a new
user account and now everything is fine.
