shortcut key "CTRL+Num 0"

Hi All, I can create a shortcut key "CTRL+Num 0" (Zero to nine)
successfully. But by pressing the same key does not start the application.
If I create any other key combinations it works alright. What is the reason
for this?

Did you happen to delete a Shortcut with "CTRL+Num 0" assigned to it
before?
 
No I did not. "Num 0 to Num 9" is not working. What could be reason?
