Short cuts can't be placed on desktop

I have a user who somehow deleted all her shortcuts and when I attempt to
replace them I am unable to put them on the desktop. I don't get any
response. If I do it from the file manager it will state that a shortcut
can't be placed here and do I want it to be placed on the desktop, when I
respond yes nothing happens. I can't drag and drop one either. Is there a
setting that may have been changed?

Right click on the desktop, Arrange Icons By... checkmark Show Desktop
Icons.

Yay! Glad it worked for you. I've always thought that setting is so
rediculous. I wonder sometimes where MS got their ideas of what would be
most convenient or useful for the average user. All the users I know
WANT icons on the desktop; who the heck wants to go drilling down
through multiple layers of menus just to get at something simple.
