Shift while opening DB

We are upgrading from Access2002 to Access2003.

Clicking on the mdb along with pressing on the Sift key no longer opens the
mdb for editing. It opens the application instead. I have read other
comments in the AccessMonster but I am not clear what to do.

I checked in Tools/Startup in the mdb in Access2002 and found that the
AllowFullMenus is already ticked.

What else should I be doing?

I am not at work now, but tomorrow I will try the F11. Just to be clear,
when I get the user/password window for the application I should press F11?

I now would like to create an mde.

I right-clicked on the toolbar but I cannot tick "menu bar".

How can I create an mde? Also, I see that the Access2002 mdb opened up in
Access2003 without any notice of version upgrade. There need be no upgrade?
