shift key problem

have a new laptop and the shift key won't work, so i can't access the at sign
or hash sign, or question mark. i tried to reintall the keyboard driver but
it says that it doesn't need to be installed as it is the best match. what is
it [question mark] is it just a setting somewhere or a key lock on [question
mark]

If the laptop is new, call the manufacturer, the keyboard may be
defective. Do not attempt anything that could be an excuse to void the
warranty.
