Im totally confussed. We have a spreadsheet on a file
server, the dir access allows about 20 people read /
write access to the file. Its NOT a shared workbook. One
user opened the file, 10 minutes later came to save the
file and it reported a sharing violation and prompted the
user to overwrite the previous changes.

How can this happen, I thought Excel locked the file once
a single user had it open ?

Try this

Tools
Share Workbook...
Editing (Tab)
If there is a check in the box for:
"Allow changes by more than one user at the same time"
Then uncheck it.

In the original message I said it NOT a shared workbook,
as in allow changes by more than one user, when enabled,
and you open the workbook, the title bar shows the file
names and (shared) at the end of it.
