sharing usb statelite connection with all users

we bought a statelite connection for the internet(we
located in a minig town) the sat modem connects to a usb
modem which is conected to a windows 2000 server. an intel
card was also installed in the server. does rras server
support usb devices as i can not get the thing to work. i
have tried using internet connection sharing and rras but
with no luck. any ideas?
i have also tried reinstalling the sat modem using the cd
ect. the internet works fine from the server just no where
else
