sharing templates

I have Outlook 2007 on my pc at work. I created a template and saved in my
user area. I then opened the template and forwarded to a colleague who has
Outlook 2003.
I then saved as a template in his user area.
When I open as a new form, I cannot edit the email and also am unable to
insert any attachment as the command is missing.
Any help would be welcome

If the form designer removed the message body control, you will be unable to
attach files. That control -- shown as Message or Notes on the form design
Field Chooser -- is required for the ability to attach files.

FYI, there is a newsgroup specifically for Outlook forms issues "down the
