Sharing keyboard shortcuts

I made a .DOC file and placed four keyboard shortcuts in the file: Ctrl N,
Ctrl E, Ctrl B and Ctrl I. It worked fine for me but when I sent the
document to others, the keyboard shortcuts brought up their defaults: Ctrl N
= New document, Ctrl I = Italics, etc. How can I get the keyboard shortcuts
to work when sharing this document?
 
Are you sure you saved the shortcuts in the document itself and not in
Normal.dot?
 
I, for one, would be extremely annoyed if I couldn't use Ctrl-B and
Ctrl-I for bold and italic!
 
I also. It does seem a bit high-handed. But if it affects only the given
document, perhaps the utility overcomes the inconvenience.

Another possibility, if you *have* saved the shortcuts in the document: I
have found that with Medium macro security enabled, I get a prompt when I
try to open a document containing keyboard shortcuts (even though they're
not technically macros). A user with High or Very High security would get no
prompt; the shortcuts would just be tacitly disabled.
