Sharing files across two router

We have a network consisting of 2 routers. The users
connected directly to the router1 use the IP address space
192.168.1.0 while the users connected to router2 use
192.168.2.0. How can the users connected to one router
share files with the users connected to the other router.
 
Routers have also an IP-address. This IP-address is the Gateway for all
machines connected to the router. Without configuering the Gateway, users
are not able to see each other.
