Sharing and Security

When I want to click the box "Make this folder private" where you have
Sharing and Security, it doesn't work for all the users. We are 4 persons
using this computer and we are all computer administrator in the User
Account. Why it doesn't work for all of us when I try to click this little
box? Thanks.

Is the checkbox dimmed out?
