Sharing a network folder not on the server

In a network using a server with Windows 2000 Server set up as the domain
server. One of the work stations has a folder that needs to be shared by
serveral other users. One user is having problems getting connected after the
sharing WS is shut down. The other three users are configured with
administrator rights and on either Windows 2000 or Windows XP Pro. The user
with difficulties is not configured as an administrator and his WS is Windows
98 (I know it should upgraded, but at some other time due to other
constraints). What is unusual is that when the sharing WS (Windows XP Pro)
was added to the domain all four other users were configured as users with
the domain name included. After a shut down of this WS all five of the domain
named users disappear from the list (including the log on for this WS
referring to the domain but not the reference to the local WS). If we change
the WS to a workgroup of the same name then back to the domain all users
re-appear on the users list and the W98 WS is again able to connect.
How can I make this permanent without having to go back and forth from the
workgroup to the domain after each shutdown (with the time consuming
restarts)?

The simple soluton is, of course, to move the shared resource to the server.
