Shared fax not dialing "9" for outside call faxing from client

I have setup the shared fax on my 2003 server and tested that the faxing
works. Server and Clients are working great. I have a PBX system so when I
put the server on the PBX instead of a direct line I needed to configure it
to dial 9 before each call. Sending a fax through the server works great
and dials the 9 and number fine.

In previous MS fax versions all I need to do is set the server up to dial 9
and I would not have to do anything with the clients, but faxes from the
clients don't dial 9. I have even setup the clients dialing options in the
Modem section of Control Panel to dial a 9 for all calls, but all the faxes
on the server queue show that the faxes are set up to dial 9.

Any ideas why the server won't dial 9 when it is sending out faxes from
clients

In the client - server Scenario, the dialing rules applied at server will
not be displayed in client console of both server and client. However in
fact '9' will be dialed, you can let the fax call continue to ensure it's
dialing '9'

Please make sure you are using canonical number (set 'Use Dialing Rules' in
Send Wizard). The KB article
