Shared Calendars

A user with an Exchange 2003 account can not share a calendar on his
client pc but can when he switches to a different pc and access his
Exchange account there. What could be causing this and how would I fix
it.
 
The Outlook profile on that system may have been setup to use a personal
folder instead of the Mailbox on Exchange or may be working offline and the
options to share/permissions are not available in offline.
