How can we get a shared calendar in Outlook without Exchange Server?

We have less than 20 people in our organization. We cannot afford to
purchase, configure and install Exchange server and Windows server. We just
need a reliable way to maintain 2 calendars that are shared by the
organization. We need to sync one or both calendars with various Palm Pilot
type devices. We would rather have the calendar in Outlook than get a
separate calendar program (like Act!) because people want to have all their
functions in one program.

The closest thing I have found so far is Bynari Insight Connector. It would
substitute for Exchange Server and would run on our existing Linux server,
but it costs about $700 and would take considerable time to set up.

Is there any way to reliably share a calendar without running an Exchange
type server? We are currently using MS Schedule+ that came with Office 95.
This works with a shared calendar file on our server - it's simple and
works. But I haven't found a way to sync it with a Palm, and people would
rather have the calendar in Outlook. Is there a way to make Outlook share
the Schedule+ calendar? Is there another way to get Outlook to share some
type of calendar file?

I know several other small offices that have the same need. A solution to
this problem would help a lot of people around here.
