Shared borders doen't work as expected

With FP 2000 I am experiencing the following problem when I try to unshare
shared borders.
Site has two unrelated hierarchies. All pages were created with shared
borders for "All pages" selected. I would now like to have one page header
for the pages in hierarchy 1, and a different page header for pages in
hierarchy 2. I turn off Format Shared Borders, visit every page to be
certain shared borders is, indeed, turned off. I delete top.htm from
_borders. Change a page header in hierarchy 1, and it immediately
replicates to all pages in both hierarchies.

How can I turn Shared Borders Off so it allows me to do what I am trying to
do?

Not possible unless you break up your web into subwebs, as you can only have
one shared top, left, right or bottom border within a web.

However if you don't want to break up your web into shared borders, then you
can accomplish this using the FP Include Page component, which works the
same as shared borders, with the exception that FP Includes are manually
inserted into each page the when setting them up or removing then from a
page, but any content change will automatically update all page using the
includes the same as shared borders.
