Shared Border not showing on web

I am using shared borders and have selected to use a picture as the background. I also have hyperlinks in the shared border. In the Frontpage editor, all my pages look fine with the border showing the picture and hyperlinks. However, when I view them from Internet Explorer, all I see is the hyperlinks. The picture has disappeared. What am I doing wrong?

You must be publishing the site to a server that has the FP2002 extensions
via FP's http mode for that feature to work.

Open your online site in FP and view Tools Web Settings (to see if it says version 5.x)

So if I can't use shared borders, what are my options? Frames (would rather not)? Create tables on every page of the web where the first column would act as a shared border but would have to be updated individually?

Have you tried using Include pages.
You have to "include" the page one time
on each page that you want it to appear in,
but after that, simply change the include to
update all pages that contain it.

You can still use shared borders, just not the feature of have a background
color or image.
