How come two users cannot open and use the same database even though both are
opened not in Exclusive mode and both have the default open mode setting
selected in the Tools - Options - Advanced tab. The database file resides
on a shared server location. The database is not split. Using Access 2000.

Sometimes we close program so other can get in. Then other user can
sometimes open the program at same time. However, I cannot create or modify
any forms or reports.

All users of the database must have at least read, write, create, delete (or
modify) privileges to the folder holding the database file. Not just the
database .mdb file, but the entire folder.

Correct. Since Access2000, all code-bearing objects share the same code block.
If one user has a form open in design view, no other user can open *any* form,
report, or module in design view.

Sorry, but that's just the way MS designed it!
