share history files - multiple XP users?

I am trying to share my ie history file among my two XP user logon
accounts (home and work) so when I am logged in from my home account, I
will know which links were viewed from my work account.

Is this possible, and if so how?

If you are an administrator on the machine then you can simply view the
Recent Documents folder under the other profile i.e.
C:\Documents and Settings\[ProfileName]\Recent

I just realized that you wrote "ie history" - I missed the "ie" hidden
in lowercase, so for Internet Explorer you need to go to the hidden
folder C:\Documents and Settings\[ProfileName]\Local Settings\History

yes, I have admin rights on both accounts), what I'd like to do is be
able to share my browser's history settings so that for example, when I
am logged in from my home ID and visit a web page that I was at while
at work, links on that page that I viewed from work will appear in a
different color (ie will "remember" that I already viewed them).

You may find an add-in that will do some or all of that. You could synch
the other profile history to the same folder or subfolder of the current
profile. But to get it to actively distinguish between the two is not a
standard sort of feature.
 
How does ie POINT to the directory that contains the history file?

The pointer must be stored somewhere - probably in the registry. If I
could modify the registry entry of my home account to point to my work
account, I'd be there. Question is, what registry entry would I need
to edit?
 
"HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders"

"History" will be in the right-hand pane. Edit the path to point to work logon user directory.
Make sure your home logon has appropriate permissions to access the folder.
