setupx.dll error message

I keep getting an error message "msgsrv32 has caused an
error in setupx.dll" when I first turn the machine on.
Then the system locks up. I am on Windows Millenium. Any
suggestions to fix?
 
Extract from WinMe distro and replace this file. Disable all peripherals
(sound, NIC, modem etc) and add back one-by-one. Copy WinMe distro to HDD,
rip registry hardware leaf, and reinstall WinMe over damaged installation
(yes, this is a bad advice, but...).
