Setup Wizard endless loop

I am trying to install Windows 2000 and have no problems until after I have entered the regional settings, etc. Shortly thereafter, the machine reboots unexpectedly and the dos message is "restarting setup". then the entire setup process is started again! I have removed all partitions from the drive to no avail. any ideas?
 
I saw this problem when I was installing on a system with a
serial ATA hard drive (didn't have a manufacturer's driver
disk to load at the beginning and assumed it wasn't needed,
but maybe it was...anyway, I just stuck in a regular ATA
133 drive and everything woked fine.)
