Setup Question

I was following instructions to setup a Win 2003 Server and they had me load
OS, setup DHCP, then setup AD and DNS (dcpromo). Is this the typical setp,
DHCP first then AD and DNS after?

Also how can I be sure DNS is working correctly, pinging a device on the
network using FQDN?
 
Yep, that's the best order to do the setup in.

Open up the DNS tool in Administrative Tools and you can test your DNS
server there, or pinging by FQDN should also do the trick.
