Setup Initialization Error

Hi, Hoping someone has a great idea how I can determine
how to fix an error I get when I start my PC, running
Windows XP Home.
The error is Error 103, "Setup Initialization Error,
Setup is unable to find_SETUP.DLL, which is needed to
complete the installation. Error 103"

I'm hoping this error is producing a bigger problem than
just the error message being displayed as about 1min
after starting up that's if I'm lucky the PC completly
freezes up. I've reinstalled XP home, hoping that may fix
it but no luck.

Any suggestions would be mostly appreciated

I assume you've always installed the upgrade. Try booting Safe Mode (F8 held before the first Windows screen). If it does it in Safe Mode I'm lost but otherwise use msconfig.exe to control the programs and services that start up and then reboot (regular). Eliminate possibles using this control and rebooting. It sounds as if you had a 98/Me program startup that is confused with XP and is trying to repair itself.
