The problem is caused by Norton Internet Security I believe.
You could try uninstalling then installing NIS.

Same problem here. I get the error ALL DAY, EVERY DAY, at least 7 times a
day. I used the trial NIS product but uninstalled it after the 60 days
expired and now use Avast. I have deleted every instance of rcapp.dll from
the Common directories. I have deleted every instance of RCApp.exe from the
Prefetch directories. I have deleted every directory and registry entry left
over from NIS. Yet I STILL GET THIS ERROR ALL DAY, EVERY DAY! Since it's
new, and I haven't made any changes since December, it's definitely something
Microsoft sent down and I suspect it's an issue with SP1 since that's my last
new install. It's NOT a Symantec issue!! It's a MICROSOFT ISSUE! GET ON IT
FOLKS!!

Hey Xantex. I think you and I worked on another problem before. One with
the Task Scheduler not firing up properly on Vista due to a bad task. But I
could be mistaken. In any case, it appears we're in the same boat again. I
too am getting "NPM Setup Application has stopped working" popping up on my
laptop ALL DAY, EVERY DAY, at least 7 times a day. I did use the Trial NIS
service that came with the machine but uninstalled it after the 60 day period
in favor of Avast. I found rcapp.dll files in several of the Common
directories and deleted them all. I found several RCApp.exe entries in the
Prefetch directory and deleted them all. Then I deleted every single
directory and registry entry related to NIS. And still I get this error ALL
DAY, EVERY DAY. So I'm not buying it's a Norton issue, since I have no trace
of any Symantec product on my PC. Since it's very new and just started last
week, it HAS to be something Microsoft sent down. GET ON IT FOLKS! WHAT IS
THIS ERROR AND HOW DO WE GET RID OF IT!!

Hey guys , this is what worked for me. I searched it out and NPM stands for
"Norton Password Manager" I recently got rid of Norton and went to Shaw
Secure but I found out when I deleted Norton some files stuck around. I went
into Control Panel and anything with Norton I removed them. It hasn't popped
up since. Good luck.

I to had the same message and what I did was to un-install all of norton
stuff and do a fresh new install so far the last 3 weeks no messages have pop
up

FWIW ... I've been using NIS2009 since it was released as my last ditch
effort to use a Norton/Symantec product, and was QUITE pleased with NIS2009,
until I too started getting these "nmp setup" error msgs a few weeks ago. Of
course without enough info so as to be able to identify the miscreant ... no
.... that took this newsgroup (thanks, all) ...

As may be, I found that rather than uninstall/reinstall the whole package,
if I just turned off the "idle time" scan (somewhere in the morass of
settings) the problem disappeared. Also, I'd been getting seemingly random
BSODs (0x7a, 0x7e, 0xf4, 0x9c) for about as long as the npm errors. They're
gone now, too ...!

So it seems that Norton/Symantec still knows how to screw up a prefectly
good product that is working well, if they just issue an update or two ...
:-( ... Sheesh.

/kim
