setup.exe ???

I am reinstalling XP PRO SP2 and need to install a ZOOM modem, for
which I have an installation CD. Oddly, when I double click on its
setup.exe, it does nothing - just sits there. Yet when I double click
on other .exe files they execute fine.

What could be keeping this setup.exe from executing ?

Get the latest drivers/firmware to install from:
http://www.zoomtel.com/techsupport/dialupsupport.html

Select your type of modem and them select your model.

I already had the install disk so I thought it unnecessary to visit
the Zoom site. But then, latest drivers are always best anyway.
