Setup.exe hangs

I am experiencing a strange problem with my machine.
I have XP but have seen this on 2k as well. What happens is
that I double click on a setup.exe program and the
hourglass appears as if it will start the setup program.
After a few seconds the hourglass dissappears and nothing
happens. I look in the processes and the setup.exe is on
the list but is just hanging there doing nothing. Has
anyone else seen this? Any thoughts are appreciated.

Try Cdromdriveletter:\i386\winnt32.exe

Ex: D:\i386\winnt32.exe

Click Start and then click Run
Type in X:\i386\winnt32.exe and hit Ok.
(X=cd rom drive letter)
