"Setup encountered an error while trying to set system security."

Scenario:
XP Install hangs, crashes, or repteatedly reboots during the GUI phase.
The error ""Setup encountered an error while trying to set system
security"
is left in one of the log files.

Has anyone ever gotten this error installing, upgrading, or re-installing
MS-Windows XP (or any other version) and found a solution?

Clean install or upgrade?
Did setup complete or does it fail at the error?

If an upgrade what are we upgrading over?
What Anti-Virus is running?
What disk utilies are running?
What type of Hard drive controller and what type of cache on it?
